R-Squared Engineering, LLC was founded by Ryan Renardo, P.E. in 2022 and began serving Clients full time in 2023. We are a trusted partner in the land development process, guiding clients from the initial site due diligence through comprehensive civil design and permitting. We pride ourselves on being experts throughout all phases of a project with a thorough understanding of how to navigate the intricate entitlement and permitting processes in Florida.

Meet Ryan
RYAN A. RENARDO, P.E.
Principal
Ryan is native to Florida and the Tampa Bay area, having attended grade school in Tarpon Springs and graduating from Tarpon Springs High School (TSHS) in 2004. Upon graduation from TSHS, Ryan attended St. Petersburg College where he earned an Associate in Arts (AA) degree in 2006 then transferred to the University of Florida (UF) to study civil engineering. Ryan graduated from the UF Civil Engineering program in December of 2008 and began full time employment in January 2009 as an entry level engineer working on land development projects. During his first two years of full-time employment as an entry-level civil engineer, Ryan completed a Masters of Engineering in Civil Engineering through the UF EDGE (Electronic Delivery of Gator Engineering) program earning his Master’s degree diploma in December 2010. Ryan continued working as a land development junior project engineer until passing the Professional Engineering exam and earning his Professional Engineering license in the state of Florida in 2014. Since earning his professional engineering license, Ryan has been dedicated to the land development engineering profession and regularly serves as Engineer of Record (EOR) for his projects.

In addition to the services we offer in-house, we have trusted industry partners which allow us to package their services into our contract to provide a “one-stop shop” for Client convenience. The R-Squared Way
The land development process can be
intimidating and full of surprises!
Understanding these surprises in the very early stages of a project is essential for our Clients to make informed decisions related to the project site and purchase contracts. For this reason, we recommend each project to implement the R-Squared Way in which we team with you at the very onset of a potential project, oftentimes even before you are under contract to buy the project site. The R-Squared Way is a process summarized as follows:
Step1: Due Diligence
During Due Diligence, we can review multitude of items including, but not limited to, municipal zoning codes, municipal land development codes, Stormwater Management requirements, Access locations, Water and Sewer Utility Availability, landscape buffering requirements, and other items that we may identify specific to a project site that could affect the development potential.
Step 1(A): Title Report review
The title report review is a very close second to the due diligence step and they are often completed simultaneous. We have a thorough understanding of how title reports affect property rights and are able to help identify potential issues hidden therein. It is important to note that our review of the title report is from an engineering technical perspective and is not intended to replace the real estate attorney’s review or to provide legal advice.
Step 2: Conceptual Site Plan
If the due diligence information appears to support the proposed project, then we’ll move into preparing a conceptual site plan for the project which puts the Clients’ vision onto paper, within the constraints of the site. This plan will typically show the property boundary with building setbacks, landscape buffers, building orientation, parking lot configuration, access points for vehicles and pedestrians, and stormwater management locations. This plan provides the Client with an initial indication of how the site can be developed.
Step 3: Pre-Application Meetings
Upon Client approval of the Conceptual Site Plan, we’ll submit to the various permitting agencies for pre-application meetings. These meetings are an essential part of the process as they allow us to get initial input from the reviewing agencies which verifies our due diligence and/or allow us to update the due diligence information. Based on the information obtained at the pre-application meetings, we can update the conceptual site plan to incorporate the agency comments.
Step 4: Informed Decisions
Upon completion of the pre-application meetings, we can provide Client with our understanding of the technical feasibility related to development of the project site. We can also identify any potential issues and anticipated permitting processes and timeframes. At this point, the Client is able to make informed go/no-go decisions for the project.
Step 5: Design & Permitting
Once the determination has been made that the project is a go, R-Squared can provide a comprehensive set of civil engineering design plans for the project. These plans will be used for submittal to the various permitting agencies to obtain permit approvals for the site development portion of the project.
